A single environmental impact study will put a stop to that in California. The relocation of the Huntington Beach Horsefly population is too high of a price to pay for clean fresh water to sustain the lives of human Californians.
In all reality last I read it was completely approved. All studies done, blah blah blah. It's probably back on hold because our current drought is over, the reservoirs are full, and we have snow on all the mountains.
