There's actually quite a bit underneath... you just can't see it.
Yeah, I like a lot of cabbage though with the fish tacos, so I have to agree you are kinda of right with the proportions being a bit off...

Btw, here's another favorite I just made as well... My own version of "cheddar jack quesadilla".
From Stater Bros:
-I get the biggest flour tortillas you can get
-then lightly coat one side with butter/margarine (either one works),
-finely shredded mix of 4-cheese Mexican blend
-finely diced jalapenos (comes in a small jar)
-put it butter side down in a hot skillet
-pour just enough cheese to a fairly thin layer on half of the tortilla
-take a fork and just put on just enough of the jalapenos (not too much though, but whatever amount you like... I just sprinkle a little bit across the top of the cheese)
-then fold over the tortilla and cook until it is lightly "browned"
