Can a spacer like this be reused?

Scenario: used gear set that was originally installed with a solid pinion spacer is uninstalled and planned to be reinstalled in a different housing.

yes, but the spacer/shim was selected for that housing, u'll still have to check all the norm stuff as u may not get the correct numbers. If it really just a spacer there are probably separate shims that are being using to set the numbers. Each housing can be off slightly from one to another.

If it was custom cut, no. I think the usual process is to crush a crush sleeve then measure and machine a spacer.

It can be reused. You add shims as necessary to get the proper pinion preload or is it pinion depth???....its one of those

Yes?
Last Toyota third I did was from an 87.....in 89....
Shims between pinion and inner bearing were for depth, shims above outside bearing were for preload.

I had a conversation with Marlin years ago about the benefits / detractors of the solid spacer vs crush sleeve. if I remember correctly the thought was that there is little advantage either way. Having set up gears using both I would say that setting up with a crush sleeve is easier as it is a one and done as long as you don't over preload the bearing. Since you have the spacer it might be worth reusing it with new preload shims because it will be a little more robust if you have a tendency to smack your pinion flange on rocks while wheeling.
